The development of the historic preservation plan required research utilizing historic maps and documentation of historic sites throughout the city.

Mt. Vernon, NY 

STA served as preservation consultant to a historian who created a set of documents intended to preserve and memorialize the extraordinary history of the rise to power of the Black community in Mount Vernon, NY, and its role in the Civil Rights struggle. The scope included drafts of a Preservation Ordinance; guidelines for review of projects and related preservation planning documents.
